It wasn't Maxwell Smart, though.

It was another character with the same name.

Maxwell Smart THOUGHT he was a super-agent, like Agent 23 (Dwayne Johnson).

This guy was a boring drone who alternately was a dummy and an expert, depending on what the plot needed him to be at that moment in time.

I had thought the same thing. But re-watch the first few episodes of the series (you can find them on YouTube). Max was actually a pretty good agent in the early episodes of the TV series. It was later that he degenerated into the bumbling fool we all know and love.
