I have noticed that some discs do not have subtitles.
This is indeed a hardship for those of us with hearing problems.
Is there any other way of getting subtitles in English?

No. Sorry. If they're not on the DVD, there is no other way to get them that I've ever heard of. I suppose there may be some computer transcription software that might work in real-time but I'd imagine it would be fraught with errors.
However, if you tape a movie that is broadcast on cable, over the air or satellite, then it will have closed captions embedded. You could then transfer one of these recordings to a DVD recorder and that home-made DVD recording should still work with a TV's closed caption system to retrieve the closed captions at playback time.
